Frank Ian Luntz was born on February 23, 1962, in West Hartford, Connecticut. He earned a Bachelor of Arts degree in history and political science from the University of Pennsylvania. Funded by the Thouron Award, he then pursued and received a doctorate in politics from Trinity College, Oxford. His doctoral thesis, “Candidates, Consultants, and Campaigns: The Style and Substance of American Electioneering,” formed the basis for his first book, published in 1988. From 1989 to 1996, Luntz served as an adjunct professor at the University of Pennsylvania, and also taught at George Washington University and Harvard University, as well as New York University Abu Dhabi.

Throughout his career, Luntz has held significant roles in political consulting. He was the pollster for Pat Buchanan during the 1992 U.S. Republican presidential primary and for Ross Perot in the general election that same year. In the mid-1990s, he served as Newt Gingrich’s pollster for the “Contract with America,” contributing to messaging strategies. He also worked on Rudolph Giuliani’s successful mayoral campaigns in New York City in 1993 and 1997. Beyond U.S. politics, Luntz has engaged in international elections, notably serving as a political consultant to the Likud Party of Israel in 1988.

Luntz is recognized for developing talking points and messaging for Republican causes and providing public relations support for organizations like The Israel Project. His approach to communications often involves testing language with focus groups to understand emotional responses. He founded Frank I.
