Justice Hill was born on November 14, 1997, in Tulsa, Oklahoma. He attended Booker T. Washington High School, where he excelled as a three-star football player. During his high school career, he accumulated 3,364 rushing yards, averaging 8.1 yards per carry, and scored 54 touchdowns. His senior year was particularly notable, with 32 touchdowns recorded. He was recognized as an Oklahoma All-State selection and the 6A-II Offensive Player of the Year.

Hill committed to Oklahoma State for his collegiate career, playing from 2016 to 2018. As a true freshman in 2016, he became a key player, notably gaining 122 yards and scoring his first career touchdown against Baylor. He had seven games with 99 or more rushing yards that season and received Big 12 Newcomer of the Year and Freshman All-American honors. In 2017, he was the leading returning rusher in the Big 12. Across his college career, he recorded 3,539 rushing yards and 30 rushing touchdowns. In 2018, he announced his decision to forgo his senior year to enter the NFL Draft.

Hill was drafted by the Baltimore Ravens in the fourth round (113th overall) of the 2019 NFL Draft. This pick was acquired by the Ravens in a trade with the Denver Broncos involving quarterback Joe Flacco. In his rookie season, he recorded 225 rushing yards and two rushing touchdowns. He signed a two-year contract extension with the Ravens on March 17, 2023, and another two-year, $6 million extension on September 20, 2024. Hill’s career with the Ravens has included significant moments, such as a 71-yard touchdown run against the Kansas City Chiefs and a 59-yard kickoff return against the New York Giants. His brother, Daxton Hill, was drafted by the Cincinnati Bengals in the first round of the 2022 NFL Draft.
