Ambassador Gary Locke

Ambassador Gary Locke began his distinguished public service career in 1982 when he was elected to the Washington House of Representatives, where he chaired the Appropriations Committee. He subsequently served as King County Executive from 1993 before making history as the 21st Governor of Washington from 1997 to 2005, becoming the first Chinese American governor in U.S. history. During his two terms, Governor Locke expanded trade, leading ten missions to Mexico, Europe, and Asia, and more than doubling Washington’s exports to China to over $5 billion per year.

He also implemented bipartisan welfare reform and oversaw significant private sector job growth, contributing to Washington’s recognition as one of the best-managed states. In 2003, he was chosen to deliver the Democratic response to President George W. Bush’s State of the Union Address. Building on his state leadership, Ambassador Locke transitioned to national political service, first as the 36th United States Secretary of Commerce from 2009 to 2011 under President Barack Obama.

In 2023, Ambassador Locke joined Dorsey & Whitney as a senior advisor, bringing his extensive experience in US-China relations, economic development, and public policy to guide clients through complex global challenges. His career consistently reflects a commitment to public service and driving measurable impact at both state and national levels, while shaping international relations and fostering economic growth.
