About

Thomas Milburn Davis III, born on January 5, 1949, in Minot, North Dakota, has had a distinguished career in both public service and the private sector. After graduating from the United States Capitol Page School in 1967, he earned a B.A. from Amherst College in 1971 and a J.D. from the University of Virginia in 1975. His early career included service in the United States Army (1971-1972) and the United States Army Reserve (1972-1979), as well as work as a legislative assistant for the Virginia House of Delegates and as a business executive. These formative years laid the groundwork for his entry into political leadership, beginning with his election to the Fairfax County, Virginia, board of supervisors in 1980.

Davis served on the Fairfax County Board of Supervisors from 1980 to 1994, chairing the board from 1991 to 1994, during which Fairfax County was recognized for its financial strength by City and State magazine. In 1994, he was elected as a Republican to the U.S. House of Representatives for Virginia’s 11th congressional district, serving seven terms until his resignation on November 24, 2008. During his congressional tenure, Davis held significant leadership roles, including chair of the National Republican Congressional Committee (1999-2003) and chair of the Committee on Government Reform (2003-2007). He was known for authoring over 100 bills that became law and for his focus on congressional and regulatory affairs, including federal procurement and contracting practices.

Following his departure from Congress, Davis transitioned into roles that leveraged his government experience. From 2008 to 2018, he was a director of federal government affairs at Deloitte, specializing in guiding businesses on government contracts. He also served as president and CEO of the Republican Main Street Partnership, a moderate Republican organization. In January 2019, Davis joined Holland & Knight as a partner, focusing his practice on congressional and regulatory affairs. Additionally, he has engaged in academia, teaching at George Mason University, where he also served as rector (head of the Board of Visitors) from 2014 to 2019, and was reappointed to the board in 2026. His career reflects a sustained commitment to public policy, governance, and organizational leadership.
