Mark R. Halsey, born on July 8, 1961, in Welwyn Garden City, Hertfordshire, began his career in professional football not as a referee but as a goalkeeper, playing non-League football for 12 years with teams including Cambridge City and Hertford Town. His transition to refereeing began in 1989. By the mid-1990s, he was a National List referee for The Football League, culminating in his appointment for the 1999 Second Division play-off final between Gillingham and Manchester City at Wembley Stadium. Halsey’s consistent performance led to his promotion to the Premier League in 1999, with his first match being a fixture between Wimbledon and Coventry City. He was also added to the FIFA list of referees in 2000, which allowed him to officiate in international tournaments such as the Toulon Tournament that year and the World Student Games in Beijing in 2001, highlighting his standing in global football officiating.

Throughout his distinguished career, Halsey officiated a number of significant matches, demonstrating a calm and authoritative presence on the field. Key appointments included serving as a fourth official at the 2002 FA Cup final where Arsenal defeated Chelsea. He advanced to referee major finals himself, taking charge of the 2007 FA Community Shield between Manchester United and Chelsea, followed by the 2008 Football League Cup Final between Tottenham Hotspur and Chelsea. A significant personal challenge arose in August 2009 when Halsey was diagnosed with non-Hodgkin lymphoma. He underwent chemotherapy and radiation treatments, stepping away from his duties. His resilience saw him return to refereeing in March 2010, officiating a League Two fixture before resuming his Premier League role in August 2010. This comeback was viewed by many as an inspiring demonstration of determination.

Halsey retired from active refereeing at the end of the 2012–13 season, with his final Premier League match being Manchester City versus Norwich City in May 2013. Following his retirement, he transitioned into media, joining BT Sport as a pundit to provide expert analysis on refereeing decisions during Premier League matches.
